no, its on your hardrive.

meaning the link leads to a temporary cache of information that will be deleted. meaning the person will have to re-upload to put it back into the rs archive.

I dont know why you got that message, the file is still up and down loadable as of right now (I just checked). If you don't have a rapidshare account or your account is not current use the free download thing.
